On 26 December 2025, the Savan 1 Wind Power Project reached commercial operation. DFDL acted as legal adviser in both Vietnam and Laos to Savan 1 Wind Power Company Limited, a subsidiary of T&T Group, on this cross-border project financing transaction.
Transaction Overview and Project Significance
Located in Savannakhet Province, Laos, the Savan 1 Wind Power Project represents T&T Group’s largest onshore wind power development to date. Phase 1 of the project will deliver an installed capacity of up to 300 MW, with a total investment value of approximately USD 490 million. The project marks a significant milestone in T&T Group’s strategy to expand its renewable energy portfolio beyond Vietnam and to promote deeper regional energy integration.
The project financing was arranged through a syndicate of leading Vietnamese banks, led by Military Commercial Joint Stock Bank (MB). The project benefits from a long-term concession granted by the Government of the Lao PDR, enabling cross-border electricity exports to Vietnam and contributing to regional energy security, particularly in Northern Vietnam.
